Finally i found a game "FBI Hostage Rescue" that is very close and similar Swat 3 game. I did never knew about this game i did found it at gamespot. Released in Feb 5, 2004 by Publisher Activision Value and it was developed by Idol FX. This Swat clone game is very similar Swat 3 game it has lock picking, hostage recuse, arrest, etc.
It got very low score and bad review at gamespot here but I think it is not a very bad game even if it has many flaws only bad thing about this game it it has time limit, if you do not do your mission on time then game over. This game have 10 single-player missions, notice it have not any difficulty settings, or multiplayer options.
For the first time this is the first game that can come very close to Swat games in terms of gameplay, feel, graphic etc.
